He also noted that the national hospital bed occupancy rate fell below 15% and the positivity rate (or the percentage of people who have been tested positive) was lower than 5%.

Luhut stated that if current trends continue, “we are very optimistic” that Bali will reopen by October.

He said that South Korea, Japan and Singapore are some of the countries that the government might accept foreign nationals first because of the low spread virus in those countries.

Budi Gunadi Sadikin, Indonesia’s health minister, told Reuters earlier in the week that reopening for foreigners was also dependent upon 70% receiving their first COVID-19 shot.

According to data from the health ministry, more than 21% have been fully vaccinated and almost 40% have had their first shot.

Malaysia has reopened Langkawi Island to domestic tourists, while Thailand Phuket opened Samui and Samui islands to foreign tourists. Vietnam’s idyllic Phu Quoc is also planning to open its doors to tourists.
